THE TIMES shreveporttimes.com THURSDAY, OCTOBER 7, 2010 7A State agencies facing another cut to budget By Mike Hasten BATON ROUGE State officials have discovered a $108 million hole in the budget for last fiscal year, so state agencies have to prepare for a further reduction in this year's spending. Commissioner of Administration Paul Rainwater said Tuesday that although the books on the fiscal year that ended June 30 aren't officially closed yet, budget analysts are certain "we finished the year with a deficit," despite three budget cuts during the year. This would be a record fourth cut to balance a single year's budget. Rainwater said he has spoken to several agencies that receive state general funds and planned to meet Wednesday with higher education system heads to discuss possibilities. "We're going.
protect critical services," The state Constitution gives the governor authority to cut up to 3 percent of state funding after notifying the Joint Legislative Committee on the Budget of an impending deficit. Rainwater said he will notify the committee Oct. 22 and the governor has 30 days in which to issue an executive order implementing cuts. "It's unilateral," he said, so all the administration will do is tell the committee what it is doing to solve the deficit. Once the committee recognizes the deficit, the governor can cut up to 3 percent, which would more than cover a $108 million deficit.
A decline in corporate income taxes is the culprit, Rainwater said. Corporate taxes have dropped steadily since the national recession started affecting the state. Sen. Mike Michot, R-Lafayette, chairman of the Senate Finance Committee, says the decline is a reflection of "the times we live in. The economy is obviously in decline." He said Rainwater's report "reinforces the Senate's position that any known deficit should be addressed before the end of the year.
We were concerned that once they closed the books, there might be another deficit." Some House members, led by Speaker Jim Tucker, R-Terrytown, wanted to put off covering a pending end deficit during the legislative session. But the Senate version of the budget for this fiscal year incorporated the deficit, forcing the budget problem to be dealt with before the end of the year. Michot said it also "reaffirms the use of Rainy Day Funds" $198 million that offset much of the problem carrying over the fund loss into this year. However, if a lawsuit challenging the use of the "rainy day" money is successful, that $198 million would be added to the amount that has to be cut this year. Another factor that has to be considered, Rainwater said, is a possible $50 million shortfall in Medicaid funds in the Department of Health and Hospitals because of increased utilization of public hospitals.
The administration is working on a way to possibly offset that loss, he said, but if it can't, that's another $50 million in cuts. All of this shortage. complicates the budget for the following year, Michot said. State agencies already were asked to draw up "what-if" budgets accounting for a 35 percent cut in what's referred to as "the cliff year" when more than $1.5 billion in federal funding expires. "It's growing from a cliff to the Grand Canyon," Michot said.

The two-day event that starts Friday has relocated from the city park to the Frank Anthony RV Park, giving organizers more room to spread out activities for the festival that pays homage to the timber industry. Mr. Frizzell was born April 4, 1913 in Barham, Arkansas to Flem and Myrtle Stephens Frizzell, and was a resident of Vivian since the late 50's. He was a member of Emmanuelle Baptist Church in Vivian, LA. Connie retired from the oil and gas industry and went to work for the US Post Office for many years. He was a US Army Veteran of WWII and was a POW and was liberated at the end of WWII.
He was active all of his life in the National Guard. He began his life of service at an early age as a Cub Scout and Boy Scout then later into the US Army. Connie was extremely proud to be able to serve his country. Preceded in death by his wives Geneva Frizzell and Ellender Frizzell. He is survived by two daughters Betty Eaton and husband Jim of Atlanta, Texas, and Barbara Norris of West Monroe, LA.

Her brother, Frank, returned from WWII and moved to Shreveport. He invited Arvie to Shreveport where she would complete Draughn Business College. In 1937, she and Joseph Cullen co*ckerham were married. Arvie was the pastor's secretary at Ingleside Baptist Church for 28 years. Preceding her in death were her husband, daughter, Phyllis Elaine, her parents and all her siblings.
